The answer is yes. Banks need a surety bond to prevent them from assuming the risk of paying a cashiers check twice. If a check a customer has lost gets presented to a bank, the bank must pay the check as long as it is endorsed properly.  Without a surety bond, a bank could potentially have to pay for two checks, the one that was lost and the one that was reissued.
